The first meeting of Growth Plan's Monitoring Committee: Moldova maintains high pace of reforms' implementation

The first meeting of the Monitoring Committee on the implementation of the Reform and Growth Facility was held in Chisinau today. The meeting was co-chaired, on behalf of the European Commission, by Adrienn Kiraly, Director at the Directorate-General for Enlargement and the Eastern Neighbourhood, and, on behalf of Moldova, by Alexei Buzu, Secretary-General of the Government and National Coordinator of the Reform and Growth Facility.

The participants in the event discussed the progress and challenges related to the implementation of the reforms and investments under the Growth Plan, launched in spring 2025. Moldova agreed on the importance of maintaining a high pace of reforms’ implementation, as well as ensuring appropriate budgeting, monitoring and reporting in line with the highest standards of transparency. Additional measures to expand investments through the Neighbourhood Investment Platform were also discussed. The sides also agreed on the importance of strong strategic and political coordination and of strengthening institutional capacities—including among civil society organizations—to ensure the timely fulfilment of reform commitments. Inclusion is essential for further accelerating reforms that stimulate economic growth.

We must maintain the pace of reforms, while also advancing more rapidly with the implementation of investment projects, so that we can fully harness the potential of this Plan,” said Alexei Buzu, Secretary-General of the Government and National Coordinator of the Reform and Growth Facility.

“Moldova is at the forefront of candidate countries when it comes to implementing the Growth Plan, with a fulfilment rate of more than 90 per cent of its commitments. This is an outstanding result and the most important thing now is to maintain this pace. The next six months will be crucial, with many important milestones to be achieved and greater emphasis must also be placed on accelerating investments. You can count on our support,” said Adrienn Kiraly, Director at the Directorate-General for Enlargement, Eastern Neighbourhood and Turkey of the European Commission.

On the days to come, the Commission will issue the formal assessment of the reforms that were due to be completed by June 2026 and will disburse, at the beginning of October 2026, the funds related to the completed milestones.

On 10 October 2024, the European Commission proposed a Growth Plan for Moldova worth up to 1.9 billion euros for the period 2025–2027. In March 2025, the Regulation establishing the Reform and Growth Facility was approved by the Council and the European Parliament. The Growth Plan is based on the Reform and Growth Facility—the financial instrument—and funding is conditional on Moldova fulfilling the reforms agreed between the European Union and the government of Moldova under the Reform Agenda. To date, Moldova has implemented 28 reform commitments and unlocked more than 500 million euros under the Facility.

The Growth Plan represents the largest financial support package ever provided by the European Union to Moldova. It supports Moldova’s economic convergence with the EU and contributes to bringing the country closer to joining the European Union, by accelerating reforms and improving Moldova’s access to the EU single market. In addition, the Growth Plan will mobilize investments to create jobs and promote economic growth and, most importantly, will transform citizens’ lives.
