CEC calls for proposals to amend Electoral Code, with view to strengthening electoral legislation

A public call for submitting proposals to amend the Electoral Code and improve electoral procedures has been launched by the Central Electoral Commission (CEC), in order to strengthen the regulatory framework and electoral practices in the Republic of Moldova in the context of preparing for future elections.

According to the CEC, the initiative aims to improve legislation and procedural mechanisms so that they respond more effectively to the risks identified during recent elections and ensure the integrity, security, and transparency of electoral processes.

The CEC encourages the participation of all electoral stakeholders, including political parties, central and local public authorities, civil society organizations, media institutions, and voters. Proposals are to be formulated based on the experience of elections held during the period 2023–2025, on recommendations of election observation missions, on rulings and submissions from the Constitutional Court, as well as on the need to align national electoral legislation with the legal framework and standards of the European Union.

The proposals received will be analyzed during the Post-Election Analysis Conference, scheduled for 19–20 February, an event organized by the Central Electoral Commission with the support of development partners.

In the next stage, following consultations, the CEC will finalize a package of legislative proposals, which will be submitted to Parliament for the promotion of a draft law on amending the Electoral Code and related legislation, in accordance with established procedures.

Proposals can be sent to the Commission until 20 February 2026, to info@cec.md.
