EU leaders condemn attacks on Ukrainian civilian infrastructure and assess impact of pollutants on Dniester

The European Council adopted, at the meeting held in Brussels on 18–19 March 2026, a series of conclusions on the impact of the conflicts in Ukraine and the Middle East on regional and global security, also mentioning the situation of the Republic of Moldova in the context of the contamination of the Dniester River.

The leaders of the European Union condemned the attacks on civilian infrastructure in Ukraine that caused pollution of the Dniester watercourse, the main source of fresh water for the Republic of Moldova. The official document of the European Council confirms the Union’s readiness to support the authorities in Chișinău by activating the EU Civil Protection Mechanism and welcomes the technical assistance already provided by Member States to mitigate the environmental impact.

The summit agenda also included an analysis of tensions in the Middle East. The United Kingdom, France, Germany, Italy and the Netherlands, together with Japan and Canada, issued a joint statement condemning Iran’s actions against commercial vessels and energy infrastructure in the Gulf region, as well as the blocking of the Strait of Hormuz.

The signatories of the statement indicated that the disruption of international maritime transport and the escalation of the conflict in that region could generate fluctuations on global energy markets, with indirect effects on the economy of the Republic of Moldova. Partner states expressed their intention to cooperate with energy-producing countries and to use strategic oil reserves, under the coordination of the International Energy Agency, to stabilize supply chains.

The conclusions adopted at the end of the meeting underline the commitment of European institutions to monitor security, energy and environmental risks at the Union’s eastern border, in the context of the direct consequences of Russia’s war of aggression against Ukraine on neighbouring states.
