Holiday vouchers now available also for rural guesthouses of Moldova
Owners of guesthouses and tourist units from rural areas can accept holiday vouchers as a way of payment, if they officially register in the Register managed by the National Tourism Office. This measure aims to support domestic tourism and to offer operators in rural areas opportunities to attract more customers and diversify their payment ways.
Operators who wish to join the system must declare, on their own responsibility, that they legally carry out tourism activities in rural areas, hold a classification certificate or comply with the minimum operating conditions, are not undergoing insolvency or liquidation proceedings, and have no debts to the national public budget. They must also conclude a contract with an authorized holiday voucher issuing operator and hold an active bank account, in compliance with tax legislation.
The registration of units is made by submitting a notification to the official Register at least 5 working days before the use of the vouchers. The procedure can be carried out online.
Holiday vouchers can be issued only by authorized operators, legal entities officially registered in the Register managed by the National Tourism Office. They must declare that they are not undergoing insolvency or liquidation proceedings, have no arrears to the national public budget, have a technical platform for recording vouchers and transaction traceability and manage funds under conditions of financial security.
The notification of authorized operators must be submitted at least 10 working days before the start of their activity.
Employees can benefit, as of January 1, 2026, from holiday vouchers to cover tourist expenses in rural accommodation structures of Moldova. Their value may be tax-deductible for employers, up to 50 per cent of the average monthly salary on the economy.
