National Programme for Accession to EU updated: key reforms planned in Moldova by 2029

Moldova's National Programme for Accession Program to the European Union (NAP) for the period 2025–2029 has been updated. According to the Government Resolution approved today, the document brings together the legislative and implementation actions to be carried out in the coming years in essential areas, such as justice, economy, environment, agriculture or education. By adopting this decision, the government reaffirms its commitment to continue Moldova’s European path. Deputy Prime Minister for European Integration Cristina Gherasimov has made statements to this effect at the cabinet meeting.

Cristina Gherasimov said that updating the NAP was necessary, in order to reflect the progress made by Moldova in its dialogue with the European Union, including the results of the chapter assessment process, as well as the recommendations made by the European Commission in its enlargement report. At the same time, the document integrates new commitments made by the authorities in the accession negotiations framework.

“With this update, we are bringing together in one document all legislative and implementation actions that need to be carried out over the next few years for essential domains, like justice, economy, environment, agriculture or education. It also integrates the roadmaps on rule of law, public administration reform and the work of democratic institutions, as well as actions from the reform agenda related to the Growth Plan,” Gherasimov noted.

The deputy PM also provided specific data on the scope of aligning with the EU acquis.

“In the context, I would like to mention again that for transposition, we have planned 1,835 EU acts. They are divided into two categories: transposition actions – where we have 1,532 normative actions – and implementation actions, adjusting the normative framework and the institutional capacity of ministries and agencies, in order to align with the European normative framework. Here, we are talking about 1,721 implementation actions,” Gherasimov said.

According to her, the actions provided in the Programme are distributed over a five-year period, 2025–2029, and are to be implemented by state institutions in partnership with civil society, business representatives and the academic environment.

The official emphasized that the updated Programme set concrete deadlines, clear responsibilities and monitoring mechanisms, so that the implementation of reforms is better coordinated and easier to follow.

“For citizens, this programme means more efficient institutions, more accessible public services, fairer rules, more transparency and a more competitive economy aligned with European standards,” added the deputy prime minister.

The National Program of Moldova’s Accession to the European Union for the period 2025–2029 has been updated following an extensive public consultation process, involving the civil society, business environment and academic circles.

“By adopting this government decision, we reaffirm our commitment to continue the country's European path firmly and responsibly, through real, planned and citizens’-oriented reforms,” Gherasimov said.

The National Program of Moldova’s Accession to the European Union for the period 2025–2029 was approved by the government on May 28 and represents the main planning and monitoring document for fulfilling the obligations generated and assumed in the process of accession negotiations. The document defines priorities, actions, dynamics and resources necessary for harmonizing national legislation with the EU acquis, as well as activities adapting national institutions to the EU's administrative structures.

The NAP update is carried out annually, in accordance with the provisions of the Government Resolution, by integrating the necessary actions to implement the recommendations from the annual Progress Reports published by the European Commission as part of the EU Enlargement Package, as well as other commitments made during Moldova's EU accession negotiations.
