Venice Commission experts assess draft Parliament Code of Moldova

The draft Code on the organization and work of Moldova’s parliament is being evaluated by experts of the Venice Commission during a fact-finding visit to Chisinau on July 16-17. The rapporteurs are examining the provisions of the document, in order to draw up an opinion.

During the visit, the Venice Commission experts have scheduled meetings with the authors of the draft code, members of the legal commission on appointments and immunities, the commission for European integration, as well as representatives of parliamentary factions, both from the majority and the opposition.

The agenda of discussions includes meetings with representatives of the Justice Ministry, the Constitutional Court, the European Integration Office, the Superior Council of Magistracy, the Superior Council of Prosecutors and the Office of the People’s Advocate (Ombudsperson).

At the same time, the rapporteurs will consult representatives of civil society, professional associations and the international partners of Moldova, in order to gather opinions and recommendations on the draft normative act.

The draft Code on the organization and work of the parliament was adopted in the first reading in last May. The document aims to more clearly regulate the parliament’s core functions and the role of the institution in the process of Moldova’s European integration.

The draft also sets rules on the activity of the parliament’s standing bureau, standing commissions and the conduct of the work of the legislative body at  plenary meetings.
