Promo-LEX association of Moldova launches observation mission for parliamentary elections due on September 28

The Promo-LEX Association today launched the observation mission for the parliamentary elections due on September 28, 2025, marking the 30th mission organized since 2009.

During the mission, four interim reports and one final report will be published. On the day of the elections, news conferences will be held, and statements on the voting process will be issued. The reports are prepared by the Promo-LEX’s central team, based on their findings and data collected from 42 long-term observers (LTOs), of whom two monitor the voting abroad. At the same time, a team of nine specialized monitors will track hate speech and discrimination.

On election day, monitoring will be ensured by 400 short-term static observers (STOs), supported by another 400 STOs in 200 mobile teams.

At the next autumn election, Promo-LEX will cover all polling stations in the Transnistrian region and about 100 from the Diaspora, with special attention to mail-in voting.

At a today’s news conference, the head of the Promo-LEX Mission, Nicolae Panfil, said that "the aim of the observation mission is to promote free, fair and transparent elections, as well as to inform and educate citizens civically and electorally."

"The observation mission for the parliamentary elections due on September 28, 2025, is based on our extensive experience in monitoring elections, including internationally, in such countries as Armenia, the Czech Republic, Germany, Georgia, Estonia, Norway, Romania. The international standards underpinning the observation mission's activities are developed by the United Nations, OSCE, the European Commission for Democracy through Law, the European Union, and the Council of Europe. The goals of this observation mission are informing the society about trends observed during the electoral process, preventing potential infringements of the electoral legislation and enhancing the responsibility of  electoral actors," said Nicolae Panfil.

Also today, Promo-LEX presented the first monitoring report covering the period April 17 - July 21, 2025. The report reveals that "the 2025 parliamentary elections follow an intense electoral year, marked by the presidential elections and constitutional referendum of 2024." "For this reason, we already notice that the upcoming election will continue to be dominated by the exploitation of geopolitical cleavages, as well as various political polarization strategies," the report reads.

"We noted in the report that the parliament of the 11rth legislative period ended its regular mandate after four years. It is worth to be mentioned this because, in fact, out of 11 such elections held in Moldova, five were held early, practically half of the cases. Also, when talking about the current elections, we are quite aware that these parliamentary elections can be considered a continuation of the political or electoral struggle conducted during the presidential elections and the Constitutional referendum of 2024. Therefore, political or electoral campaigns focused on denying the referendum result may jeopardize the European path supported by society at the referendum," Nicolae Panfil said.

On September 28, Moldovan citizens with the right to vote are expected at the polls to elect the MPs of the future parliament.
