Three political parties of Moldova risk fines after failing to submit financial management reports

The political party, CHANCE, the party, We Build Europe at Home (PACE), and the Force of Alternative and Salvation of Moldova have not submitted their financial management reports for the second half of 2025. Consequently, fact-finding officers from the Central Electoral Commission (CEC) have initiated contravention proceedings against these political parties.

The CEC took note of the financial management reports for the second half of 2025 submitted by 59 political parties. According to the findings, the Socialist Party resubmitted its report only on paper, which is contrary to legal provisions.

“In this context, the Commission will notify the Justice Ministry regarding the repeated violation by the Socialist Party of Moldova, the political party, Force of Alternative and Salvation of Moldova, and the CHANCE political party concerning the failure to submit reports, and with a view to initiating the procedure for dissolving the Socialist Party of Moldova and the political party, Force of Alternative and Salvation of Moldova, as well as for appending the findings set out in the decision to the existing evidence in the court proceedings regarding the dissolution of the CHANCE political party,” the CEC said.

Thus, out of the 66 political parties registered with the Public Services Agency (ASP), 63 were required to submit a financial management report. The party “Moldova Unită” (United Moldova), the Conservative Party and the Party of the Regions of Moldova were dissolved by court decisions and are no longer obliged to submit reports.

Additionally, the CEC will notify the Justice Ministry to request that the ASP record in the State Register of Legal Entities the initiation of the liquidation procedure and the removal from the register of the party “Moldova Unită”, the Conservative Party and the Party of the Regions of Moldova, which were dissolved by irrevocable court decisions.

The deadline for submitting the financial management reports was January 15, this year.
