Acting Deputy Prime Minister: Council of Europe Action Plan - strategic investment in strengthening democracy and rule of law

Acting Deputy Prime Minister, Minister of Foreign Affairs Mihai Popșoi participated today in the event dedicated to the implementation of the Council of Europe Action Plan for the Republic of Moldova 2025–2028, during which the results achieved so far and the progress made in implementing the projects included in the document were presented.

The event brought together representatives of national authorities, the Council of Europe and development partners, and was held in the context of marking 31 years since the Republic of Moldova joined this international organization.

In his speech, Popșoi highlighted the role of the Council of Europe in supporting the democratic transformations of the Republic of Moldova, noting that the organization’s standards, expertise and monitoring mechanisms contribute to our country’s efforts toward European integration.

“The Action Plan is more than a technical assistance instrument. It represents a strategic investment in the resilience of our institutions, in democratic governance, the protection of fundamental rights, and in strengthening citizens’ trust in the rule of law,” said Popșoi.

According to the Deputy Prime Minister, the results of the implementation of the Action Plan confirm the concrete impact of the cooperation between the Republic of Moldova and the Council of Europe and create the premises for moving to a new stage in the relationship with the organization.

During the meeting, the results of the implementation of 21 projects included in the Action Plan were presented. These target areas such as justice reform, combating corruption, preventing money laundering and terrorist financing, promoting media freedom and free elections, protecting human rights, strengthening local democracy, and enhancing security and societal resilience.

State Secretary of the Ministry of Foreign Affairs Corina Călugăru noted that the results achieved are the fruit of the joint efforts of the Council of Europe, state institutions, civil society and international partners, underlining the need to continue support for achieving the established objectives.

The Council of Europe Action Plan for the Republic of Moldova 2025–2028 has a budget of approximately 43.6 million euros and represents the main strategic framework of cooperation between the Republic of Moldova and the organization. The document aims to support reforms in the fields of human rights, democracy and the rule of law, in line with European standards and the country’s European integration objectives.

The Republic of Moldova became a member state of the Council of Europe on 13 July 1995.
