Diaspora, local authorities of Moldova can access funding for communities' development through DAR 1+3

Local public authorities, in partnership with Diaspora members, hometown associations, and donors, can submit projects under the Diaspora at Home Succeeds – DAR 1+3 Programme, 2026 edition, in order to get non-reimbursable funding for investments in infrastructure, education, culture, environment and the local economy. The government of Moldova is opening a new opportunity for local development through the Diaspora.

The Diaspora at Home Succeeds – DAR 1+3 Programme provides non-reimbursable funding to level I local public authorities that collaborate with Diaspora associations, hometown associations, initiative groups of citizens settled abroad or returned, as well as with development partners and donors.

The call for applications is open between 27 January and 28 February 2026, 23:59, and the application files must comply with the requirements set out in the Program’s Application and Implementation Guide.

The Programme aims to stimulate the development of rural and urban localities, maintain the link between citizens who have left and their places of origin, increase Diaspora’s involvement in social and economic development, and support the transfer of knowledge and best practices through mentoring, trainings and development partnerships.

Financing under the DAR 1+3 Programme is provided according to the 1+3 formula, involving the government, local authorities, development partners and Diaspora associations. Eligible projects cover such areas as infrastructure (roads, schools, kindergartens, cultural centers), environmental protection, local economy and tourism, energy efficiency, culture and heritage, education and children’s programmes, as well as social protection and inclusion for vulnerable groups.

The Diaspora at Home Succeeds – DAR 1+3 Programme was launched in 2015 and is held annually, offering local public authorities the opportunity to work with Diaspora members and development partners, in order to implement local development projects.
