Over 900,000 unique beneficiaries, representing 38% of population received reimbursed medicines through ePrescription system

Over 900,000 unique beneficiaries, representing 38% of the population have received reimbursed medicines through the ePrescription system over the two years since its launch. During this period, doctors issued 15 million electronic prescriptions. Director-general of the National Health Insurance Company (CNAM) Ion Dodon unveiled the data at a press conference today.

The head of CNAM emphasized that currently over 2,500 doctors and around 3,000 pharmacists are actively using the ePrescription system, ensuring equitable access to reimbursed medicines and medical devices in all regions of the country.

“The ePrescription system has eliminated bureaucratic barriers, provided doctors and pharmacists with a modern tool and, most importantly, ensured citizens rapid and safe access to the treatments they need. Thus, there is a significant increase in the utilized funds, which will reach 1.3 billion lei in 2025. This success is the result of collaboration between medical institutions, pharmacists and the CNAM team,” said Dodon.

CNAM also plans to expand the system’s functionalities by enabling access to one’s own electronic medical record. In this way, individuals will be able to receive notifications about the use of their prescriptions and alerts regarding the issuance of a new prescription. Likewise, it is proposed to facilitate access to cross-border treatments.

“ The digitalization of the process of prescribing and dispensing reimbursed pharmaceutical products has brought multiple benefits for citizens. These include the elimination of paper prescriptions, reduced waiting times, faster data validation, rapid information exchange between medical systems and the prevention of prescribing errors. Likewise, ePrescription has strengthened transparency and control over public funds through full monitoring of prescriptions and the ability to generate real-time reports and analyses. Thus, patients benefit from a simpler and safer process for obtaining medicines and medical devices, without duplications or therapeutic errors,” added Dodon.

The head of the Medicines and Medical Devices Department within CNAM, Gabriela Jeleznîi stressed that an electronic prescription can be used in one or several visits to the pharmacy, until its expiration date.

“ An electronic prescription can be issued by any doctor, including those in emergency departments, as well as by doctors who provide community care or palliative home care. Reimbursed medicines and medical devices can be obtained from pharmacies by presenting an identity card, without the need for a paper prescription. In addition, the system allows us to monitor consumption in real time and helps us make efficient forecasts in financial resource planning,” noted Jeleznîi.

The ePrescription for reimbursed medicines and medical devices system is integrated with the main government platforms and databases – including the compulsory health insurance information system, the population register and the nomenclatures of reimbursed medicines and medical devices – enabling efficient information exchange and comprehensive process tracking. Access to the system is based on authentication mechanisms and electronic signatures, which enhance security and reduce the risk of errors.
