Permanent teaching grades and less bureaucracy in schools

The Ministry of Education and Research has amended the Regulation on the certification of teaching staff in general, vocational-technical education and within the territorial structures for psycho-pedagogical assistance. Starting 1 September 2026, teaching grades will be granted for an indefinite period, removing the requirement for periodic reconfirmation, and instructor-masters in vocational-technical education will have expanded access to these grades, including those with secondary vocational-technical studies.

The new provisions stipulate that the second teaching grade becomes permanent after two consecutive confirmations, and the first teaching grade after a single confirmation. At the same time, the Professional Credits Map has been revised by reducing the required number of credits and removing the obligation to include extracurricular activities.

“These adjustments will make the evaluation process clearer, more efficient, and closer to the reality in schools. From discussions with teachers, we know that reducing bureaucracy is seen as a measure that can help keep educators in the system and increase the attractiveness of the profession,” said Perciun.

The measure is part of the debureaucratization package launched by the MEC for 2026. The debureaucratization packages introduced in recent years have significantly reduced inspections and paperwork in schools and kindergartens. For example, accreditation and external evaluation have been eliminated for public educational institutions and public early education institutions.

Numerous reports, registers, and files have also been removed, and the list of mandatory documents has been simplified. Teachers no longer have to report on the use of the 4,000 lei compensation for teaching materials.
