Moldovan finance minister says imposing moratorium does not prohibit additional employment

The imposition of the moratorium on employment in the public sector does not prohibit additional employment compared to November, 2024, but only requires sufficient justification of necessity and additional coordination of the decision. Finance Minister Andrian Gavrilita has made statements to this effect.

At the same time, the minister emphasized that, in the vast majority of cases, institutions did not manage to even fill available vacant positions.

The finance minister stressed that, in the case of mayoralties, the decision was advisory in nature.

‘’And since many of you have asked me, 'But how are mayoralties supposed to work under these conditions?', I reply: for mayoralties (as well as other autonomous public institutions), this rule is advisory and does not hinder any mayor from doing his/her job with full dedication,’’ wrote Andrian Gavrilita.

Andrian Gavrilita said that the first moratorium on employment in the public sector had been established seven years ago, in December 2018.

‘’Seven years ago, in December 2018, immediately after the approval of the wage law and before any pandemic, energy, or war crisis, the then finance minister, Ion Chicu, promoted the first moratorium on employment in the public sector. He also approved the following two moratoriums, but from the position of prime minister. Since then, this practice has become annual and well-known to leaders in the public sector,’’ Andrian Gavrilita noted.

The government on December 29 ruled to extend the moratorium on staffing in the public sector until December 31, 2026. The decision was made, in order to ensure better management of available financial resources and direct them to priority areas.
