Finance minister announces timing of next disbursement under Growth Plan for Moldova

The next installment of the European Union’s Growth Plan for Moldova will amount to 168 million euros, with disbursement planned for the end of February or the beginning of March, this year. Finance Minister Andrian Gavrilita has made statements to this effect in an exclusive interview given with MOLPDRES.

Minister Gavrilita emphasized that the European Union’s Growth Plan represented an important opportunity for Moldova. The funds include grants and technical assistance, as well as concessional loans with low interest rates and long repayment periods.

“These resources will be used for reforms and investments aimed at modernizing the economy, supporting the business environment, developing infrastructure, increasing energy efficiency and improving public services,” the finance minister said.

The official noted that, so far, under the Reform and Growth Facility, disbursements related to pre-financing in the amount of 270.0 million euros had been made in June 2025, meant for the preparation and launch of priority reforms, as well as the first installment, worth 18.9 million euros, in September 2025.

“The disbursement of the next installment, in the amount of 168 million euros, is planned for the end of February or the beginning of March, this year,” Andrian Gavrilita underlined.

The financial assistance under the Growth Plan for Moldova is provided over three years, 2025–2027. Of the total assistance, approximately 385 million euros represent grants (non-repayable aid, which is not included in the state budget and is not administered by the government) that will be provided in the form of technical assistance, while about 1.5 billion euros represent loans with lower interest rates compared to general market conditions and favorable repayment terms (maturity of up to 40 years, including a grace period of up to 10 years).

The loan-related funds will be provided as budget support, mainly for implementing reform measures and boosting investments, with at least 25 per cent to be directed to co-financing investment projects funded by international financial institutions.

The Growth Plan supported by the European Union is the largest and most ambitious financial support package in the history of Moldova, amounting to 1.9 billion euros. The facility agreement between Moldova and the European Union on the specific modalities for implementing the support granted by the European Union under the Reform and Growth Facility for Moldova was signed on 9 May 2025.
