International parcels valued under €150 to be subject to VAT starting 1 November
International parcels valued at less than €150 will be subject to value-added tax (VAT) starting November 1, 2026, regardless of when the order was placed. 12 lei administrative fee will be introduced on January 1, 2027. The new fiscal rules were explained today by Finance Minister Victoria Belous.
According to the minister, the measures are expected to bring approximately one billion lei into the state budget as part of the fiscal policy for 2027, which forecasts additional revenues of 5.1 billion lei.
Victoria Belous said that the method of collecting VAT will be determined by each postal operator or commercial platform, depending on the operational mechanism it chooses.
“Each postal operator will decide how the VAT payment mechanism works. The platform may collect it directly, the operator may advance the payment and subsequently request it from the buyer, or the buyer may choose to pay the tax either electronically or when collecting the parcel. We are not imposing rules because each business has its own operating method, and they are free to choose how to declare it,” the Finance Minister said.
As for returned parcels, the legislation does not currently provide for a mechanism to refund VAT. According to the explanations provided by the minister, the administrative costs of processing refunds would exceed the amounts that would be refunded.
