Moldovan government amends acts on vehicles' identification
Chisinau, 11 November /MOLDPRES/ - The cabinet of ministers, at a today’s meeting, approved a string of amendments to cabinet decisions. The draft is worked out, in order to adjust the national legislation to European Union’s practices and establish clear-cut regulations on the elements of vehicles’ identification.
The government decision refers to the previous decisions, which aimed at adjusting the national legislation to European regulations, including the exclusion of the number of engine as element of vehicle’s identification and giving it the status of spare part; yet, in practice, this goal has not been fully achieved. The engine’s number was excluded from the registration certificate; yet, it still continues to be registered in the database of the Public Services Agency (ASP).
„There are cases when traffic inspectors stop transport means and accompany them to special parkings, for reasons that the number of the current engine does not coincide with the one in the database or the number is not visible enough because of the wear. Thus, some traffic inspectors, having access to ASP’s database, continue to use the engine number as element of identifying the vehicle, which runs counter the European norms,’’ the draft’s informative note reads.
This situation emerged because, when the concerned government decision (No 423/2017) was approved, other acts which regulate the norms of vehicle’s registration and identification were also not adjusted to the European standards. Thus, the final goals pursued by the concerned draft were to adjust the national legislation to European Union’s standards and exclude the gaps from the normative acts in force, which run counter EU’s Directives.
Hence, according to the amended provisions, the following data on vehicle’s engine is put down in the registration certificate: cubic capacity; maximal net power (in KW) (if available); type of fuel or power source. At the same time, the vehicle’s identification is made by verifying the registration plates and the chassis number or the series number of the vehicle.
