Public consultations on results of real estate valuation, revaluation: every Moldovan citizen can check value of his/her property

The Agency for Geodesy, Cartography and Cadastre and the Public Institution, Cadastral Office for Real Estate, have completed the nationwide process of valuation and revaluation of real estate and today launched public consultations to verify the preliminary results. Citizens are encouraged to check the value of their real estate by accessing the website www.geodata.gov.md.

The valuation covered approximately 6 million real estate properties, with two priority directions. On the one hand, properties that never had an official value were assessed, such as houses in rural areas and agricultural land. On the other hand, the process targeted the revaluation of apartments, individual houses in cities, garages, and commercial or industrial properties, thus ensuring a fair and up-to-date database for all categories of properties. To align real estate values with economic realities, eight valuation models were developed, based on a modern methodology and best international practices.

Why this is important for citizens:

1) Safer transactions based on property values that reflect market reality. Citizens will be able to sell, transfer by inheritance and purchase real estate at a fair value.

2) Cadastral values closer to market prices. If the value is close to the market price, then at the time of sale, the difference between the price and the official value no longer appears artificially as a “capital gain,” which reduces the risk of additional taxation. It should be noted that the difference between the old and the new value established by the cadastre will not be considered a capital gain.

3) Fair taxes. A realistic value ensures that the property tax is equitable – citizens will not pay more than is fair or, conversely, be undervalued compared to others. This valuation does not automatically lead to higher property taxes. Each local public authority sets the taxation coefficient for its locality.

Until 30 April 2026, every citizen, including those in the diaspora, can actively participate in validating the data on the website geodata.gov.md, in the module the ‘’valuation and revaluation of real estate’.’ Owners can check whether technical parameters, such as the existence of utility networks or the registered areas, correspond to reality, and they have the right to contest any identified discrepancies. The steps to follow can be found in the User Guide. For additional assistance, individuals can contact the offices of the Territorial Cadastral Services in districts or the local town halls.

The new values validated following this transparent process will enter into force on 1 January 2027, thus completing an important state programme for better infrastructure planning and the sustainable development of Moldova.
