Moldovan parliament approves new rules for tobacco products' packaging

Chisinau, September 24, 2026 – Health warnings on tobacco products’ packaging will be clearer and more visible. The parliament examined, has in the first reading, a draft law on tobacco control, which transposes into national legislation European rules aimed at protecting public health from the consequences of tobacco products’ use, as well as exposure to tobacco smoke.

The document, drafted by the Health Ministry, together with the National Public Health Agency, establishes how health warnings will be placed on different types of packaging and stipulates that product names and trademarks may not cover or reduce the visibility of these messages.

The list of health warnings applied to these products will also be expanded. The following messages will be printed on tobacco product packaging: “Smoking causes mouth and throat cancer”, “Smoking can kill the unborn child”, “Your smoke harms your children, family and friends” and “Quit smoking – stay alive for your loved ones”.

The government will also approve a gallery of images containing health warnings combined with the information that must be printed on unit packets and any outer packaging of tobacco products intended for smoking.

The requirements applicable to related tobacco products will also be amended. Unit packets and outer packaging of electronic cigarettes and refill containers will have to include a list of all ingredients, in descending order by weight, as well as information on flavourings, the nicotine content delivered per dose, the batch number and a recommendation not to leave the product within the reach of children.

If scientific evidence demonstrates that a certain tobacco product contains additives that significantly or measurably increase its toxic effect or addictive potential, the government may prohibit its placement on the market.

The draft law also contains other provisions that continue the harmonization of Moldova’s legislation with European Union rules and contribute to fulfilling the commitments undertaken in the accession process. They include clarifying terms related to advertising, sponsorship and the import of tobacco products and related products.

The draft law will be examined by the parliament in the second reading. For the most part, the new legislative provisions will enter into force on the date of Moldova’s accession to the European Union, with the exception of certain articles.
