
Moldovan electoral body proposes opening two voting stations each in Russia, Ukraine, Israel
The Central Electoral Commission (CEC) proposes opening two voting stations each in Russia, Ukraine and Israel for the parliamentary elections on 28 September 2025. CEC deputy head Pavel Postica made the statement, saying "sending personnel and electoral equipment to zones engaged in military conflicts poses major risks".
During Rezoomat show on Rlive, Postica highlighted the need to ensure the safety of electoral officials and the equipment used in the voting process.
"It is the same approach we had in the previous election. We are talking about countries that are in military conflict and war, and under these conditions, it is difficult to provide electoral officials without exposing them to the risk of becoming victims of a military incident. It is quite complicated to send the necessary equipment to ensure cybersecurity. On the other hand, we suggest sending to Russia, where we have no guarantee, a country in military conflict, or Ukraine, or Israel, equipment needed for access to the State Voter Register," Postica said.
He cited the risky conditions under which these voting stations are to be organized, as well as staffing them with electoral officials.
"A voting station means - a location, the host country's agreement and trained electoral officials. It involves equipment brought under protection and security guarantees. We also remember cases when Moldovan citizens were arrested. We need to see how many will want to be electoral officials under such circumstances. Things are quite complicated to make a decision in this regard. The pressure is quite significant, but we need to understand the obstacles and challenges CEC faces when adopting the decision to open voting stations in countries engaged in military conflicts," he said.
CEC proposed opening 294 polling stations for Moldovan citizens abroad for the parliamentary elections on 28 September 2025. Last year, to organize the constitutional republican referendum and the presidential elections on 20 October 2024, the CEC decided to organize 234 polling stations abroad.
