Over 770 city halls involved in voluntary amalgamation process
A total of 773 city halls in the Republic of Moldova have officially launched voluntary amalgamation procedures, in an effort to redesign and strengthen local public administration. Of these, 112 localities have already chosen to merge their administrative structures around 24 district centers.
According to the State Chancellery, Călărași district holds the leading position in territorial reconfiguration, with 16 localities that have initiated a merger around the district center, forming a cluster with a total population of over 26,000 inhabitants. It is followed by Ungheni district, with 9 localities (over 42,000 inhabitants), and Edineț and Rezina, with 8 localities each.
At the opposite end, the districts of Anenii Noi, Ialoveni, and Soroca currently each have only one locality in the process of merging with the district center. The data also show that in Leova district, three out of the four localities included in the schedule have already amalgamated during 2025.
Secretary General of the Government Alexei Buzu emphasized that the amalgamation process is taking place on a voluntary basis, which makes each experience different.
At the same time, the Secretary General of the Government thanked all local elected officials for their responsibility and courage in taking this important step for community development.
“Currently, 773 city halls are in the process of amalgamation. Of these, 112 are merging around the district centers. The process is taking place on a voluntary basis, which makes each experience different. The situation is dynamic, and by the end of July new developments will be recorded. We thank all local elected officials for their responsibility and courage in taking this important step for the development of communities,” said Buzu.
Speaker Igor Grosu sent a message on Tuesday in the context of the local public administration reform, in which he underlined the need to consolidate efforts for the continued effective implementation of the reform, in order to build “more efficient local administration and better public services.”
July 31 is the final date by which city halls can adopt the decision on voluntary amalgamation.
At the end of January, the Government announced the launch of the preparatory process for local public administration reform, as part of efforts to modernize administration and improve public services. Subsequently, the authorities organized extensive public consultations, after which the reform concept was presented.
Recently, Parliament approved legislative amendments that simplify and improve the process of voluntary amalgamation of administrative-territorial units. According to the authorities, the changes were drafted after consultations involving more than 4,500 mayors and citizens.
At present, over 400 decisions to initiate the voluntary amalgamation process have been approved at the national level.
