National Accession Program approved by Government

The Cabinet of Ministers today approved National Accession Plan (NAP) of the Republic of Moldova to the European Union, which is the main document for planning and monitoring reforms for the next few years. The project involves the adoption and implementation of 3,117 European acts by 2029, including 1,791 normative actions and 1,088 implementation actions.

Prime Minister Dorin Recean stated that the strategic objective of the Republic of Moldova is to become EU members and build our life following the European model here at home.

"This means European integration, bringing Europe to our home. While there is so much criticism around about nothing, the Government comes with a detailed and very clear plan on how we build our life here at home," emphasized Dorin Recean.

Deputy Prime Minister for European Integration Cristina Gherasimov said at the cabinet meeting that EU accession is not just a bureaucratic process but a profound transformation of our society, with direct benefits for each citizen.

"Today, the Republic of Moldova takes another important step on its path to integration into the European Union. The efforts in the next five years will show how well prepared we are for accession. Through the NAP, which is the main document for planning and monitoring reforms, we will bring Europe to our home. This Program details how and when we are to adopt and implement 3,117 European acts by 2029, including 1,791 normative actions and 1,088 implementation actions," Gherasimov said.

The NAP focuses on six fundamental pillars of European legislation. "Based on them, this document shows how we intend to reform in the coming years areas that directly influence people's lives," said Gherasimov.

The first pillar addresses Fundamental Values. It is related to justice reform, strengthening the rule of law, protection of fundamental rights, and the fight against corruption.

"These reforms will bring fairer and independent justice for citizens and a more stable investment climate for business," said Cristina Gherasimov.

The second pillar - Internal Market - includes measures related to the free movement of goods, services, capital, and people, and consumer protection.

The third pillar – Competitiveness and Economic Growth - includes more stable economic policies, quality education, and investment opportunities in innovation. Thus, according to the authorities, businesses will have broader access to financing and will stimulate our competitiveness in the European market.

Green Agenda and Sustainable Connectivity is the fourth pillar of the NAP. It includes policies in the fields of environment, energy, and transport, which will contribute to a cleaner environment, less polluted cities, more efficient transport services, and modern roads.

The fifth reform pillar – Resources, Agriculture, and Cohesion - includes support for rural development, agricultural modernization, and access to European funds for farmers and agribusinesses.

The 6th pillar refers to External Relations and includes a more secure foreign policy, more active international cooperation, and integration into global supply chains, offering economic safety and predictability.

"We are not making these reforms for Brussels, but for our citizens," concluded Cristina Gherasimov.

The total value of the implementation costs for the National Accession Program for 2025-2029 is estimated at about 65,869.85 million lei.

The National Accession Program will be updated annually, starting in October, by integrating the recommendations and benchmarks set in the annual progress reports published by the European Commission regarding the EU Enlargement Package, as well as other commitments made during the Republic of Moldova's EU accession negotiations.
