CEC deputy head comments on request to dissolve successor formations of Shor Party

Deputy head of the Central Electoral Commission (CEC) Pavel Postica commented on the request to dissolve the four formations suspected of being successors of Shor party, declared unconstitutional. He emphasized that 'the formations submitted a set of documents to the CEC to register an electoral bloc, the creation of which was announced from Moscow, under the auspices of Ilan Shor'.

During Rezoomat show at Rlive, Pavel Postica mentioned that this process could only be initiated after the entry into force of the Law on Political Parties, based on evidence from the CEC, the Intelligence and Security Service, and other competent institutions.

'These political parties submitted a set of documents to the CEC for the registration of an electoral bloc, which was announced from Moscow, under the auspices of Ilan Shor. It is unclear from what financial sources these individuals traveled to Moscow. I openly asked them about this during the CEC meeting, and they had no response. They described them as private trips, which would have no connection with political activity,' said Pavel Postica.

The Vice President said that the final decision on this case belongs to the court, which will examine all the details.

The Ministry of Justice filed a petition on Monday at the Central Court of Appeal to establish that Renaștere Party, Șansă Party, Force for Alternative and Salvation of Moldova Party, and Victory Party are successors of the Shor Party and seeks their dissolution.

According to the presented data, on 6 July 2025, the leaders of the four formations participated in a congress in Moscow coordinated by Ilan Shor, where he announced the formation of Victory electoral bloc and plans to participate in the parliamentary elections on 28 September 2025.

Thus, the CEC said 'the direct involvement of a former leader of a party declared unconstitutional in creating a new electoral bloc represents a masked continuation of the banned party’s activities.' Also, in a report from October 2024, the CEC noted common actions by the four parties, coordinated by Ilan Shor, to influence the election results from last fall, as well as the takeover of structures, resources, and members of Shor Party after its declaration of unconstitutionality.

On 19 June 2023, the Constitutional Court declared Shor Party unconstitutional, and the legislation prohibits the creation or use of a political party to continue the activity of a banned formation.
