Funding of forensic expertise ordered in criminal and contraventional cases to be covered by budgets of public forensic institutions

The funding of forensic expertise ordered in criminal and contraventional cases will be covered by the budgets of public forensic institutions, with subsequent recovery of costs in accordance with procedural penal legislation. A draft to this effect was approved today by the Government.

During the meeting, Minister of Internal Affairs Daniella Misail-Nichitin emphasized that the measure aims to eliminate delays caused by administrative procedures and ensure the continuity of the criminal and contraventional process, protecting the procedural rights of the parties involved.

“Additionally, the project includes legislative amendments for allocating the costs of forensic expertise and other related services to the category of judicial expenses, to establish responsibilities for bearing these costs, including exceptions for certain categories of socially vulnerable people,” stated Daniella Misail-Nichitin.

The purpose of the project is to remove the existing bureaucratic procedure placed on the authority ordering the expertise. Thus, the changes do not conceptually alter the existing mechanism but strengthen it for more efficient management of public funds and the timely realization of forensic expertise.

The amendments will take effect on July 1, 2026.
