
Moldova, France sign social security agreement
During President Maia Sandu's official visit to France, the Government of the Republic of Moldova and the Government of the French Republic signed an agreement on social security. The document will allow Moldovan citizens who have worked in France to benefit from fair social rights, particularly retirement pensions, disability pensions and survivor's pensions.
Details on the signing of the agreement
The signing ceremony took place in Paris, and the document was signed on behalf of the Republic of Moldova by Minister of Labor and Social Protection Alexei Buzu. The agreement comes after an intense negotiation period, carried out over 2024-2025, and represents a key step in strengthening bilateral relations between the two states.
After the signing, both countries will initiate internal ratification procedures. In France, the process is more complex, requiring approval from the Council of State, the National Assembly, and later the French Senate.
“I am proud and grateful to the French counterparts for the opportunity to sign this agreement long-awaited by many of our citizens. This is a significant step towards strengthening relations with the French Republic and an opportunity for our citizens who have worked or are working in France to access more social benefits,” said Buzu.
Main benefits for Moldovan citizens
The agreement regulates the social rights of Moldovans who have worked both in the Republic of Moldova and France, establishing a fair framework for granting pensions and other benefits. Among the most important provisions are:
Retirement pensions, disability pensions, and survivor's pensions will be granted according to the principle of proportionality.
Totalization of contribution periods: citizens who have worked in both countries but do not meet the requirements to obtain a pension in a single state will be able to combine their working years to become eligible.
Extended eligibility: Moldovans who have got at least 15 years of work experience in both countries will be able to receive a retirement pension on the territory of the Republic of Moldova.
Pension transfer: beneficiaries will be able to receive the pension in the state where they reside, either in Moldova or France, without administrative obstacles.
A step forward for social protection of Moldovans in diaspora
The signing of the agreement continues Moldova's efforts to ensure social protection for its citizens working abroad. So far, Moldova has signed such agreements with 18 states, and the inclusion of France on this list represents a significant step forward, given the large number of Moldovans living and working there.
The agreement will help improve social conditions for Moldovan citizens who have contributed to the social security systems of both states and will give them more security in terms of pensions and other social benefits.
