New rules for certain postal items from Moldova to European Union countries

Starting 1 July, a temporary simplified customs duty of 3 euros per item will be applied to certain postal items sent from the Republic of Moldova to European Union countries. The change was announced by Moldova Post Office and comes after the EU introduced new customs procedures for postal items containing goods.

The new requirements apply to all international postal items containing goods that are destined for European Union countries, have a value of up to 150 euros, and are transported through the postal network, regardless of their category: parcels, packages, or EMS (express delivery services).

Therefore, starting 1 July 2026, for international postal items sent by legal entities to individuals (B2C) that fall under the scope of the EU regulation, a temporary simplified customs duty of 3 euros per item will be applied (that is, per individual item listed on the invoice or customs declaration), in accordance with the provisions of EU legislation. Postal operators in EU member states may additionally apply handling fees and VAT.

The new customs procedures do not apply to postal items that do not fall under the EU rules on distance sales. Examples include gifts between consumers valued at up to 45 euros (C2C – sender: natural person / recipient: natural person); items with an intrinsic value exceeding 150 euros; and other goods excluded from the scope of EU legislation. The processing of these postal items in the destination countries will be carried out in accordance with current customs procedures.
