Partnership between Moldova's state institutions to strengthen efforts in preventing, combating torture, inhuman, degrading treatment

The Prosecutor’ General’s Office (PG), the Justice Ministry, the Interior Ministry, the Health Ministry, the Labour and Social Protection Ministry, the National Anticorruption Center (CNA) and the Customs Service today signed an inter-institutional order approving the Regulation concerning the procedure for identifying, examining, documenting and reporting cases of alleged torture, inhuman or degrading treatment. The document aims to strengthen institutional cooperation in this field.

The Regulation was drafted by the PG, with the support of the Council of Europe Office in Moldova. Its purpose is to consolidate and harmonize institutional mechanisms in relation to cases of alleged torture and ill-treatment, in accordance with European standards in the field of human rights.

By signing the document, the seven institutions reaffirm their joint effort to protect human dignity and to ensure a prompt, coordinated and effective institutional response in the event of any suspicions regarding the use of torture or inhuman or degrading treatment.

“Prevention and combating of ill-treatment cannot be achieved by a single institution. A coordinated action and shared responsibility are needed and the document signed today represents an important step in this direction,” emphasized Prosecutor General Alexandru Machidon during the event.

The signing of the inter-institutional act also sends a strong message of zero tolerance to torture and any form of inhuman or degrading treatment, as well as of the authorities’ commitment to combating impunity for such acts.
