Parliament of the Republic of Moldova has declared state of emergency for a period of 60 days, starting on March 25, 2026. The decision was published in the Official Journal and enters into force from the date of its adoption.

The Government convened on Tuesday, March 24, in an extraordinary meeting and approved the proposal to declare a state of emergency in the energy sector for a period of 60 days. The Isaccea–Vulcănești overhead power line was disconnected on the evening of Monday, March 23, following attacks on the energy infrastructure in southern Ukraine. Under these conditions, the authorities activated alternative power supply routes, including the four 110 kV interconnection lines between Romania and Moldova.

The decision was taken in the context of damage to energy infrastructure and the imminent risk of insufficient energy resources, a situation that could affect the security of the state and its citizens.

According to the document, the Government will have the authority to adopt urgent measures to manage the energy crisis. These include the rapid provision of energy resources and necessary equipment, the allocation of additional funds for purchases and, if needed, the introduction of consumption rationing measures.

Authorities may also impose special obligations on certain economic operators regarding the provision of goods and services, including limiting or conditioning them, if necessary to mitigate the effects of the crisis. Energy enterprises will be empowered to act for the procurement, production, transport and distribution of energy resources throughout the country.

The decision also provides for the coordination of media activity to ensure accurate public information about the state of emergency, the measures adopted and the rules of conduct, as well as the possible introduction of special rules on the use of telecommunications.

For the implementation of these measures, the competent authorities may derogate from the provisions of normative acts, and the acts adopted by the Government become binding on public authorities, economic agents and citizens.

At the same time, the document stipulates that the state of emergency will not affect the organization and conduct of elections on the territory of the Republic of Moldova.

The Parliament will inform, within three days, the Secretary-General of the United Nations and the Secretary-General of the Council of Europe about the establishment of the state of emergency and its reasons.

The decision was adopted on the basis of the Constitution and the legislation on crisis management, at the proposal of the Government, supported by the report of the National Crisis Management Center.
