Superior Council of Magistracy to repeatedly propose to Moldovan president appointment of 17 candidates for judge office

The Superior Council of Magistracy (CSM) will again propose to President Maia Sandu the appointment of 17 candidates as judges. At a today’s meeting, the CSM examined the situation of candidates who had previously been rejected.

Following the analysis and dialogue with the Presidential Administration, which, in a letter dated 10 December 2025, pointed out certain problematic aspects, the CSM’s plenum ruled to submit a renewed proposal for the appointment of the following candidates: Dan Barbacaru, Adela Cazacu, Dionisie Cebotărean, Nelea Codreanu, Daniela Devder, Elena Fortuna, Ecaterina Gaina, Ecaterina Gavrilița, Lucian Ghervas, Mariana Gîrleanu, Serghei Pleșca, Ghenadie Prețîvati, Elena Roibu, Alisa Stratila, Dumitru Tărăcilă, Ion Țurcanu and Stanislav Ungureanu.

"This decision comes after, from the initial number of 51 candidates proposed in July 2025, 15 were appointed in November 2025, and another four were appointed in January, this year. For the remaining candidates, the CSM has decided to restart the procedure of endorsement before the President of Moldova, reaffirming its confidence in their professional competence and integrity," the CSM said.

In the context, the Superior Council of Magistracy reiterated that "ensuring an honest and professional body of judges remains the top priority and inter-institutional cooperation in the appointment process is essential for the quality of the act of justice."
