Casual workers’ activity to be electronically monitored in Moldova, to ensure necessary social protection

The mechanism for recording and paying casual workers will be digitalized. The government has approved the creation of the electronic registry, e-Zilieri, which introduces the use of digital vouchers to record casual workers’ activity, monitor the work performed and confirm the remuneration received.

The digital voucher will confirm the identity of the casual worker and the beneficiary, the number of hours worked, the activity performed, as well as the remuneration paid, ensuring a clear and transparent record of employment relations.

Thus, undeclared work will be reduced, especially in the agricultural sector. It should be noted that, at present, the casual worker has no confirmation that the beneficiary of the works reports the remuneration amounts to the State Tax Service. Once the digital voucher is implemented, the casual worker will have their length of service ensured and, subsequently, the social protection to which they are entitled.

“We want to improve the social protection of casual workers by recognizing their activity and their contribution to the social insurance budget, so that people who work are protected and receive the pensions they deserve,” said Labour and Social Protection Minister Natalia Plugaru.

Administrative procedures for employers will also be simplified by eliminating paper-based record-keeping. The new information system will also streamline the monitoring and control activities of the State Labour Inspectorate through quick access to up-to-date information.

According to data from the National Social Insurance House, the number of casual workers for whom contributions have been declared increased from 6,687 in 2023 to 10,425 in 2025. However, the number of beneficiaries using record registries is low, and the number of registered casual workers remains below the level required to meet the real demand for seasonal labor.
