Moldova’s growth plan: government approves mechanism for implementing, monitoring reform agenda

The reforms, supported by the European Union, will be carried out more efficiently, monitored more rigorously and better coordinated among the responsible institutions. The government has approved the mechanism for implementing and monitoring the Reform Agenda related to Moldova’s Growth Plan for 2025–2027, as well as the mechanism of reporting to the European Commission.

The document provides the responsible institutions with common rules for work and reporting, in order to accelerate the implementation of reforms. Through this mechanism, the authorities will have more clearly defined responsibilities, unified reporting procedures and a clearer system for tracking progress.

Another important element is increased transparency in the management of European funds. The document sets out stricter rules regarding the monitoring of resources’ use, preventing double financing and combating fraud and conflicts of interest.

At the same time, the mechanism will allow better coordination with European institutions and reporting fully in line with the requirements of the European Commission, which will support the efficient use of the financial assistance provided to Moldova. Reporting to the European Commission will be carried out on a semi-annual and annual basis and whenever necessary.

“We have clear confirmations on the direction of reforms. The statement by the European Commissioner for Enlargement Marta Kos, made during a meeting with members of the European Parliament, shows a positive assessment of Moldova’s progress. We have reached a 93-per cent implementation rate of the reforms undertaken under the Reform Agenda, in the context of the Growth Plan. This is the highest level of implementation among all candidate states,” said Prime Minister Alexandru Munteanu at the beginning of the cabinet meeting.

“Such an assessment shows the seriousness and determination with which the government is implementing the reform agenda and aligning itself with European standards, but it is also proof that Moldova deserves its place in the European family and that we are ready to work tenfold for this. For the first half of 2026, we must implement 15 reform measures and in the second half of the year – 40. This means that, within the government, we need better coordination and more effective implementation discipline,” said Government’s Secretary General Alexei Buzu.

It is worth mentioning that, in October 2024, the European Commission adopted the Growth Plan for Moldova, with a total value of 1.9 billion euros. The funds are allocated according to the progress made by the country in implementing the reforms.

In 2025, Moldova received 289 million euros from the European Union through the Growth Plan. The funds were directed to repairing local roads in 100 localities, modernizing 200 km of regional and district roads, supporting more than 200 local and regional projects, modernizing school canteens, support for entrepreneurs and farmers, environmental and energy efficiency projects, as well as repairing certain strategic railway segments.

In 2026, after the successful implementation of 24 committed reforms, Moldova received a new installment under the Growth Plan – 189 million euros, of which approximately 16 million euros is allocated to investment projects.
