New tenders for granting large eligible producer status for wind projects: bid submission estimated for March 2026

The Ministry of Energy conducted initial public consultations regarding the auction documentation for granting the status of large eligible producer for wind energy projects integrated with storage systems. According to the schedule, bid submission is estimated for March 2026, while the evaluation and winner designation are planned for June 2026.

State Secretary of the Ministry of Energy Carolina Novac stated that the new round of tenders for large eligible producers refers to new renewable source power plants that are not yet operational, equipped with storage installations.

“Energy storage batteries can be used by investors to offer balancing services for the electrical system as well as for other commercial purposes. Furthermore, holders of connection permits issued for power plants that have already obtained eligible producer status will be exempt from providing financial performance bonds for the execution of connection permits,” noted Carolina Novac.

According to the Ministry of Energy, a total capacity of up to 170 MW has been allocated for large-capacity wind projects, with the obligation to install at least 44 MWh of electricity storage capacity or at least 0.25 MWh of storage for each MW of supported wind plant capacity. The guaranteed fixed price will be established through the bidding process, not exceeding the maximum cap of 1.44 lei/kWh, approved by ANRE.

The new tenders will contribute to a 5.8% increase in the share of renewable energy, advancing the Republic of Moldova towards the national goal of 30% renewable energy by 2030. Together with the first 165 MW auction, wind energy will cover approximately 11.4% of this objective.

Additionally, the new investments will allow for a reduction of over 1.4 million tons of CO₂ emissions, equivalent to the emissions produced annually by approximately 310,000 cars, thus contributing to both energy security and the green transition of the Republic of Moldova.

In the past five years, the Republic of Moldova has registered an 11.6-fold increase in installed renewable energy capacities, reaching 897.50 MW by the end of September 2025. Photovoltaic installations are the most widespread renewable energy technology and account for 71% of the total installed capacities, with a total power of 640.57 MW. They are followed by wind installations, which have reached a total power of 233.02 MW, representing 26% of the total. Hydro and biogas installations have capacities of 16.75 MW (2%) and 7.16 MW (1%), respectively.
