Stricter rules against terrorism: Moldova joins new European protocol

The Republic of Moldova is set to sign the Protocol amending the Council of Europe Convention on Prevention of Terrorism, a document that sets a clearer and more comprehensive definition of terrorism. The Parliament’s Foreign Policy Committee today approved the consultative opinion required for the signing of the act.

The new protocol updates the provisions of the Convention adopted in 2005, defining more precisely what constitutes terrorist offences. The amendments come in the context of the need for a more comprehensive definition that addresses current and future challenges in combating this phenomenon.

The document clarifies more precisely the types and forms of manifestation of terrorism, taking into account the evolution of methods used to commit such offences. The new definition covers both acts provided for in relevant international treaties and serious actions such as attacks on individuals’ lives and physical integrity, kidnappings, destruction of infrastructure, the use of dangerous weapons, or disruption of essential services or IT systems, when these are committed intentionally and aim to intimidate the population, coerce authorities, or destabilize a state or an international organization.

The Intelligence and Security Service of the Republic of Moldova, the institution that proposed the signing of the protocol, maintains that the document will strengthen the legal framework for identifying and preventing cases of terrorism and will bolster the fight against this phenomenon at both European and global levels.

By joining this protocol, the Republic of Moldova also undertakes to align its legislation with the European Union standards on the definition and classification of terrorist offences.
