Moldovan government's secretary general says reform of local public administration one of most important reforms for Moldova

Moldova continues to advance in implementing the reform of local public administration – one of the most important reforms for modernizing the state, strengthening local democracy and bringing public services closer to citizens. Secretary General of the Government Alexei Buzu has made statements to this effect, during the 50th Session of the Congress of Local and Regional Authorities of the Council of Europe.

In his address, the head of the State Chancellery emphasized that the work of the Council of Europe in the field of local autonomy had guided Moldova in undertaking the process of reconstructing local public administration. The reform will allow more efficient investments in local infrastructure, including water supply, roads’ rehabilitation, sanitation and waste management, will improve access to national and European funding for concrete projects and will facilitate citizens’ access to public services through unified public service delivery centres.

In another context, the secretary general of the government referred to the importance of young people’s involvement in decision-making processes. In this regard, he recalled the ministerial conference on youth, held in Malta in October 2025, where a Final Declaration and a Resolution on establishing a Council of Europe Reference Framework on the Youth Perspective were adopted. These documents provide concrete benchmarks for integrating young people’s voices into institutional processes and into the policies of member states.

Another key point of his speech concerned environmental protection. The official welcomed the opening for signature, in December 2025, of the Convention on the Protection of the Environment through Criminal Law, describing this step as a historic one. The document provides states with a coherent legal framework for combating environmental crime, including in cross-border cases. Moldova signed the Convention, thereby reaffirming its support for joint efforts to respond to climate change, pollution and biodiversity loss.

In conclusion, the secretary general of the government reaffirmed that Moldova continued to rely on the support of the Congress in promoting reforms aimed at ensuring effective, transparent and accountable local governance. At the same time, he stressed that good governance was an important driving force for the country’s development and for strengthening its European path, in line with the standards of democracy, the rule of law and respect for human rights.
