Moldova's State Chancellery launches process of developing new open governance action plan

The State Chancellery has launched the process of developing the sixth Open Governance Action Plan (OGAP). The announcement was made at a roundtable on the Open Governance Action Plan, held on 13 February 2026, with the support of the Congress of Local and Regional Authorities of the Council of Europe and the Open Governance Partnership (OGP).

The event brought together representatives of central and local public authorities, civil society and development partners. The participants in the discussions presented the results and challenges in implementing the OGAP 2023–2025 and outlined priorities for the next planning cycle.

Daniel Rotaru, Secretary of State of the Government, underlined: “Open governance is an ongoing exercise in accountability, transparency and active involvement of society in management and decision‑making processes. The implementation rate of the fifth Open Governance Action Plan – 87 per cent – proves the commitment of public authorities to govern in an open and participatory manner, and through the new plan we aim to strengthen this commitment and turn it into a priority for both central and local authorities.”

MP Ana Calinici also took part in the event, emphasizing the parliament’s intention to join the new Open Governance Action Plan and expressing the aspiration that the three branches of state power – legislative, executive and judicial – act within a joint effort to promote open government.

The Open Governance Action Plan 2023–2025 included seven commitments, focused on access to information, public participation, public procurement, open budgets, open data, digitalization of correctional services and transparency in reporting under the United Nations Convention against Corruption.

Moldova has been part of the OGP since 2012 and five national action plans in the field of open governance have been implemented so far.
