Ceiling for foreign exchange transactions without NBM authorization to be increased
The Government has approved amendments to the Law on Foreign Exchange Regulation. The draft aims at the partial liberalization of capital foreign exchange operations and the alignment of the national framework with European standards.
Among the main changes is the increase from 10,000 to 100,000 euros of the ceilings for carrying out certain foreign exchange operations without the authorization of the National Bank of Moldova, with a further increase to 250,000 euros starting from 1 January 2028.
At the same time, certain procedures for residents are simplified, including by eliminating the notification regime for some external loans and credits, as well as by expanding the range of foreign exchange operations that can be carried out without authorization.
The draft also provides for facilitating the opening of accounts abroad by resident individuals who emigrate, expanding the use of foreign currency in certain commercial units, and strengthening the regulatory and supervisory framework of the foreign exchange market.
The measures will simplify foreign exchange operations, stimulate the investment activity of citizens and economic agents, and contribute to a better integration of the Republic of Moldova into the international financial market.
