Local public administration reform in Moldova: government holds consultations with citizens, local authorities in seven districts already

Government representatives have visited seven districts over the last five days, in order to discuss the local public administration (APL) reform. On February 9-13 2026, the cabinet organized public consultations on the APL reform in the districts of Drochia, Soroca, Nisporeni, Floresti, Sangerei, Cantemir and Cahul.

All interested parties were invited to the discussions, and the government’s representatives spoke about the need for involvement, both at the administrative level and at the community level, in preparing the reform concept. Everyone’s opinion matters, so that the benefits of the reform better respond to people’s needs. At the same time, the government emphasized that it encourages voluntary amalgamation.

The government urges citizens to actively participate in the public consultation process. Suggestions can also be sent by email to: primariiputernice@gov.md.

Next week, the meetings will continue in the districts of Anenii Noi, Edinet, Donduseni, Rascani, Glodeni, Causeni, Stefan Voda, Hancesti and Ialoveni.

The proposals collected at the consultations will be analyzed and integrated into the reform concept, which is to be presented and further consulted starting next March.

Consultations have earlier been held with mayors’ organizations – the Congress of Local Authorities from Moldova (CALM) and the Center for European Local Administration (CALE), district presidents, heads of the Territorial Offices of the State Chancellery, development partners, civil society organizations, members of the parliamentary commission for public administration and regional development, parliamentary factions and representatives of extra-parliamentary parties.
