Moldova completed clearing former Republican Stadium site and moving to transfer it to U.S. Government
The Republic of Moldova has completed the stage of clearing the land of the former Republican Stadium in order to transfer it to the Government of the United States of America. The land is intended for the construction of the new headquarters of the U.S. Embassy in the Republic of Moldova, as well as the development of a public park, while preserving the emblematic gates of the former stadium.
“This is a very important project for the strategic partnership between the Republic of Moldova and the United States. I believe it will also bring about a beautiful development of this historic neighborhood in the city of Chișinău, while preserving its historical component, the emblematic gates of the former stadium,” said Prime Minister Alexandru Munteanu, noting the positive transformations following the construction of the U.S. Embassy buildings in Kyiv and Bucharest.
Through the actions carried out, the state has fulfilled the obligations it undertook for this stage. The project has been awaited by the American side for more than 9 years and, going forward, the American side is to confirm the exercise of the purchase option and to make the payment of 18 million euros for the transfer of the ownership right over the land to the Government of the United States of America. After this confirmation, the Government of the Republic of Moldova will issue the delivery-acceptance act and will ensure the registration of the ownership right in the Real Estate Register. These steps will allow the American side to initiate the development of the area.
The Public Property Agency (APP) managed the process in which all private assets located on the land and legally recognized were expropriated. The procedure concerned 16 assets belonging to 10 rights holders. The total amount currently set for compensating the expropriated assets is 96,469,722 lei, equivalent to approximately 4.94 million euros. Payments are made in accordance with the law, based on applications submitted by the rights holders.
To cover these costs, the American side has already transferred the first payment of 3.2 million euros, and the difference between the amount initially allocated and the value of the established compensations has been requested from the American side by presenting supporting documents. This difference is to be transferred to the Moldovan side within the reimbursement cost limit of up to 7.5 million euros.
The APP notes that the state compensates only assets that exist legally, confirmed by documents and registered in accordance with the law. Unauthorized constructions, unregistered assets or claims without legal basis cannot be paid for with public money. This rule protects the public interest and ensures fair treatment for all persons concerned. The state acts lawfully, responsibly and predictably, with respect for property rights, the interests of citizens and the strategic partnership between the Republic of Moldova and the United States of America.
