Moldova continues withdrawal from CIS treaties

The Republic of Moldova is continuing to terminate agreements concluded under the framework of the Commonwealth of Independent States (CIS). The Foreign Policy and European Integration Committee will propose to the plenary of Parliament the termination of the Agreement on Interlibrary Loan within the CIS.

The document regulates the physical exchange of publications between the documentary collections of national libraries in CIS member states. The proposal for termination was submitted by the Ministry of Culture, which argues that most exchanges and mechanisms of library cooperation are now carried out in digital format, while the system established by the agreement entails high costs for international shipment of physical publications.

The National Library of the Republic of Moldova will be able to continue international cooperation, including with libraries from CIS member states, through international professional networks such as IFLA (International Federation of Library Associations and Institutions) and EBLIDA (European Bureau of Library, Information and Documentation Associations). In this context, maintaining the mechanisms established within the CIS is no longer considered necessary.

The agreement was signed in 1999 in Rostov and is accompanied by an additional protocol, which is also proposed for termination. This step is part of the process of reviewing treaties concluded within the CIS framework and is included in efforts to align national policies with European Union standards.
