Prime Minister: Risks still high. Repealing state of emergency would be irresponsible decision

Repealing the state of emergency at this moment, marked by an extremely unstable geopolitical context would be an irresponsible decision, given that risks remain high. Prime Minister Alexandru Munteanu made the statement today. He assured that the authorities will use the instrument with maximum prudence, responsibility and transparency, and after the Easter holidays they will propose to Parliament the examination of repealing the state of emergency.

“ We promised that we would not maintain the state of emergency in the energy sector for even one day more than necessary. I have always said, and we intended and were preparing to come to Parliament as early as tomorrow, Thursday, with the proposal to repeal it. I must state, regrettably, that reality has changed, and not in a positive direction. The situation on external markets remains extremely volatile. Last night a temporary ceasefire in the Middle East was announced, but the risks still remain very high. We are talking about one of the most severe energy crises in recent decades,” he said at the beginning of today’s Government meeting.

The Prime Minister stressed that the authorities will ensure maximum transparency in the context of the state of emergency, and Government members are in constant dialogue with representatives of all parliamentary factions regarding the actions taken.

“We promised transparency, cooperation, and pragmatism, and we are upholding this commitment. We have met countless times and will continue to meet with colleagues in Parliament, from all factions, to inform, consult, and take responsible decisions together, for the benefit of citizens. The state of emergency is not a political measure; it is a necessary instrument to intervene quickly, especially in critical situations we are facing,” the official underlined.

He noted the coordinated efforts to restore operation of the Isaccea–Vulcănești power line, but said that the risks have nonetheless not disappeared.

“Attacks can be repeated at any time, including during the Easter holidays. Under these conditions, repealing the state of emergency now, on the eve of the holidays and in an extremely unstable geopolitical context, would be an irresponsible decision. However, I want to be clear: we will use this instrument with maximum prudence, responsibility, and transparency,” Prime Minister Munteanu said.

Under these circumstances, the Government will examine today the report of the National Crisis Management Center, and by the end of this week the report on the management of the state of emergency will be submitted to Parliament and made public.

At the same time, Alexandru Munteanu announced that the authorities have set the objective of proposing to Parliament, after the Easter holidays, the repeal of the state of emergency.

“We plan to return to Parliament after the Easter holidays, on April 23, to examine the repeal of the state of emergency, again, if the situation allows and there are no other force majeure circumstances. At the same time, we will maintain consultations with the parliamentary factions,” Munteanu said.

The Prime Minister added that by the end of the week he will submit to Parliament the Government’s report for 2025, and that debates on it will be organized immediately after the Easter holidays.

The Parliament of the Republic of Moldova declared state of emergency for a period of 60 days starting on March 25, 2026, at the proposal of the Government, after Isaccea–Vulcănești overhead power line was disconnected on the evening of Monday, March 23, following attacks on energy infrastructure in southern Ukraine.
