Around 4,400 fathers to receive paternity benefits in 2025

Around 4,400 men received paternity benefits last year. Petru Socolan, the father of a little girl, is among the beneficiaries. The young man says that the procedure for applying for paternity leave is very simple and this right gives fathers the opportunity to be with the wife and child during an essential period for the family.

Petru Socolan stressed that the procedure for applying for paternity leave is very fast, including thanks to the processes that have been digitized.

“I submitted an application for paternity leave to my employer, to which I attached the child’s birth certificate. After I was granted this leave, I submitted an online application for paternity benefits on the website of the National Social Insurance House (CNAS). It is important that this leave is requested before the child reaches the age of one,” noted Petru Socolan.


According to him, paternity leave gives the father the opportunity to be with his wife and child during a very important period for the family.

“The wife needs support, and the child feels more protected when both parents are present. I believe this is a very important measure, because the time spent with the family is the most precious. Also, the paternity benefit granted for this leave is financial support that allows the father to be with his child and wife,” added Petru Socolan.

Tatiana Pulbere, head of the Directorate for benefits for families with children within the CNAS, mentioned that the right to paternity benefit is granted to the father insured in the public social insurance system, employed on the basis of an individual employment contract or in a service relationship on the basis of an administrative act. Self-employed professionals working in the justice sector can also benefit from it.

“The paternity benefit is granted for taking care of a newborn or adopted child. In order to receive this social benefit, the father of the newborn or adopted child must prove a total contribution period of at least three years, or at least nine months accumulated in the last 24 months prior to the child’s date of birth, and in the case of adoption – prior to the date of approval of the adoption. It is also necessary for him to be granted, upon request, paternity leave at all entities where he carries out activities, within the first 12 months from the date of the child’s birth, and in the case of adoption – from the date of approval of the adoption. For a self-employed father working in the justice sector, the paternity benefit is granted without the condition of being on paternity leave,” stated Tatiana Pulbere.


The beneficiary must apply for the establishment of the paternity benefit within 12 months from the date of the child’s birth, and in the case of adoption – within 12 months from the date of approval of the adoption.

“The paternity benefit is granted for a period of up to 15 calendar days. It can be granted in full or split into two or three periods, each of at least five calendar days. Starting from 1 July 2025, certain amendments have been made to the regulatory framework, providing that in the case of twins or multiple children born from a single pregnancy, the children’s father is entitled to a paternity benefit for each child. The amount of the payment is 100% of the average insured monthly income earned at all entities in the last three months prior to the month of the child’s birth, and in the case of adoption – in the last three calendar months prior to the month of approval of the child’s adoption, income from which, at the date of establishing the benefit, social insurance contributions were calculated and paid,” said Tatiana Pulbere.

The payment of the paternity benefit is made for each fraction of paternity leave taken by the child’s father.

“It is very important for fathers to know all the steps that must be taken in order to receive the benefit, so that they can enjoy these social advantages,” added Tatiana Pulbere.

In the Republic of Moldova, the paternity benefit has been granted since 2016. The granting of this benefit aims at the equitable participation of parents in the process of raising and caring for the child.
