Moldova's Superior Council of Magistracy demands urgent changes of legislation, amid growing pressure on judges

A string of assaults, threats and acts of intimidation directed against judges, including physical violence in courtrooms, have been reported over the past two years at more courts of Moldova, creating a real risk to the safety of magistrates and to the independence of the judiciary.

According to the Superior Council of Magistracy (CSM), on the period 2025–2026, serious incidents were recorded in the courts of Chișinău, Causeni and Balti, some resulting in physical injuries to judges. The situations included direct assaults, threats, harassment and online intimidation campaigns, especially in sensitive cases and major corruption trials.

The CSM has publicly condemned these actions, notified the criminal investigation bodies and promoted enhanced security measures in courts, including stricter access control and equipping court buildings with protection systems.

At the same time, the Council draws attention to the fact that the current regulatory framework does not provide sufficient protection for judges, in the absence of specific contravention and criminal law provisions, which previously existed in the national legislation and are currently provided for in the legislation of other European states.

In the context, the CSM calls on the parliament and the government to amend the Contravention Code and the Criminal Code, in order to introduce explicit sanctions for outrage, assault, threats and harassment against judges. It also requests the adoption of the necessary legislative measures for the creation and operation of the judicial police, as an essential mechanism for protecting the courts and the judiciary.
