National Crisis Management Center to be established in Moldova

National Crisis Management Center will be established in the Republic of Moldova. A project aimed at the integrated management of crisis situations was examined by members of the National Security, Defense, and Public Order Commission.

The legislative initiative was set up by a group of PAS deputies and aims to create an integrated and functional legal framework for the prevention, preparation, response, and recovery in the event of crisis situations.

The project provides for the creation of the National Crisis Management Center. The institution will be under the supervision of the Prime Minister and will coordinate the nationwide crisis management activities. Additionally, the National Crisis Management Commission will be established as a governmental decision-making body.

The Commission will include the Prime Minister, the head of the National Crisis Management Center, the operations leader, ministers, and heads of responsible public authorities and institutions, depending on the type of crisis.

The document also proposes the integration of private institutions, economic operators, and non-governmental organizations in all phases of crisis management at the local, regional, and national levels by creating regional or territorial crisis management commissions with roles in emergency and crisis preparedness.

Additionally, the project introduces the state of alert regime, allowing for the establishment of temporary restrictive measures, under conditions of legality, proportionality, and necessity, to prevent or limit the effects of crises.
