Modernized local roads, villages connected to water and sewage, rehabilitated urban yards and accelerated investments with European support — the year 2025 marks a decisive stage for infrastructure and regional development in Moldova.
Summing up the main achievements, Deputy Prime Minister, Minister of Infrastructure and Regional Development Vladimir Bolea emphasizes that public investments are measured not only in figures and kilometers, but in the direct impact on the quality of life of over one million citizens.
“Good infrastructure creates trust, and trust builds the economy,” said Vladimir Bolea in an exclusive interview given with MOLDPRES.
1. Unprecedented Investments in Local Roads and Accessibility
In 2025, the government launched the programme, Europe is Close, through which 579 local development projects are being implemented in over 900 settlements. They target the rehabilitation of district and communal roads, streets and pedestrian pathways to essential public institutions. “The real impact of these projects is measured not only in kilometers, but in the lives of over 1.47 million people,” underlined Vladimir Bolea.
2. Modernizing Villages through the European Village Programme
The National Programme European Village, now at its second edition, has become the main tool for reducing the discrepancies between rural and urban areas. In 2025, 230 local projects focused on water, sewage, public lighting, energy efficiency and social infrastructure were completed. “Real balance means a rural citizen having tap water, paved roads and functional institutions, just like a citizen from the capital,” noted the minister.
3. Revitalizing Cities and Urban Yards
In parallel with rural investments, the government launched the European Courtyard Programme, which involves modernizing 469 courtyards in the city of Chisinau, with work already started in 57 of them. Additionally, cities such as Balti, Cahul, Ungheni, Orhei or Soroca, benefit from dedicated urban development programmes. “Cities must become growth poles that radiate benefits to the surrounding areas,” said Vladimir Bolea.
4. Accelerating Projects with European Support
European funds and international partnerships have allowed the acceleration of major investments, especially in the water and sanitation sector, where external funding amounts to about 162 million euros. “For Moldova, European funds are not just money — they are the speed at which we can build,” the deputy prime minister said, also emphasizing the importance of aligning with EU standards in the accession process.
5. Transparency, Control, and Concrete Results
In 2025, 21 regional projects were completed and 87 new projects were selected, funded by the National Fund for Regional and Local Development, which had an absorption rate of about 96 per cent. All investments are selected through public calls and monitored on-site. “Transparency means trust, and people's trust is the most important capital of a public institution,” Vladimir Bolea stressed.
Through coherent national programmes, substantial investments, and the utilization of European funds, the year 2025 marked an important step towards modern and equitable infrastructure. “We do not make promises for statistics. We work to translate everything into real well-being for people,” concluded Deputy Prime Minister Vladimir Bolea.
