VIDEO // Moldovan parliament speaker says local administration reform must lead to stronger local administrations, better services
Reorganizing local public administration must result in local authorities with greater capacity and resources, as well as better public services for citizens. Parliament Speaker Igor Grosu today made statements to this effect after a discussion with district the presidents of districts the mayors of cities on the reform of second-level local public administration.
According to Grosu, during today’s meeting, local elected officials discussed the need for reform and the common goal of making administration more efficient and improving the quality of services provided to people.
„The common goal of everyone is to have strong public administration and quality services. We want local authorities with greater capacity and more resources, capable not only of solving communities’ problems, but also of attracting new opportunities and investments at the local level,” Igor Grosu wrote in a post.
According to the parliament speaker, the concept presented by the government provides for the creation of three regions – North, Centre and South – instead of the 32 districts. Chisinau and Balti are expected to keep their current status, the Autonomous Territorial Unit of Gagauzia - its special status, while Taraclia is expected to be reorganized as a second-level municipality.
Igor Grosu said that the reorganization was necessary because of administrative fragmentation and the existing differences between districts, noting that the reform is „long overdue.”
„I was pleased to hear from some local elected officials themselves that, regardless of political views, we must recognize one thing: the development of our communities is increasingly supported by European projects. In the past year alone, we invested almost one billion lei in 305 local infrastructure projects and another 565 million lei in 160 local roads. All these investments were also made possible by the support of the European Union,” the speaker said.
According to the Concept presented by Prime Minister Vasile Tofan and Government Secretary-General Alexei Buzu today, the present 32 districts are to be reorganized into three regions – North, Centre and South – while the current Taraclia district will become a second-level municipality. Chisinau and Balti will keep their current status, while the Autonomous Territorial Unit of Gagauzia will retain its special status.
