VIDEO // Over 500 common transit declarations registered in New Computerized Transit System in Moldova: simplified procedures, savings of time, resources
Over 500 common transit declarations have been submitted through the New Computerized Transit System (NCTS) since its launch on November 1 and up to now. Data to this effect today was presented by the Customs Service during the event dedicated to the completion of the European Union project, Implementation of New Computerized Transit System (NCTS) in Moldova.
NCTS connects the national electronic system to the European Commission's Common Communication Network, marking Moldova's first integration into a trans-European information system. At the same time, NCTS provides significant benefits to economic operators, such as customs simplifications, savings in time and resources and increased predictability of logistics operations.
In the opening of the event, the director of the Customs Service, Radu Vrabie, emphasized the strategic importance of the project for Moldova, highlighting the constant support of the European Union and the technical expertise provided by Directorate-General for Taxation and Customs Union (DG TAXUD) and the United Nations Trade and Development (UNCTAD). The implementation of NCTS represents a committed objective in the Association Agreement with the European Union and a decisive step in the process of Moldova’s integration into the European customs area.
"The European Union project, Implementation of New Computerized Transit System (NCTS) in Moldova, played a crucial role in preparing our country to accede to the Convention on a Common Transit Procedure (CTC) and the Convention on the Simplification of Formalities in Goods Trade. Thus, from November 1, the implementation in NCTS became possible internationally," said Radu Vrabie.
Julda Kielyte, team leader for Competitiveness and Inclusive Growth at the European Union Delegation in Moldova, said that the enforcement of the common transit procedure reduced bureaucracy, eliminated repetitive customs controls at borders and ensured a more efficient commercial flow across the continent.
"You managed to overcome many challenges, and we are here to celebrate the implementation of the new computerized transit system in the Republic of Moldova. A single electronic declaration is used from the point of departure to the destination. This reduces bureaucracy, eliminates repetitive customs controls at borders, and ensures a more efficient commercial flow across the continent. NCTS provides immediate and structural benefits. Traders will benefit from faster transit, lower administrative costs and simplified procedures, including the possibility of carrying out transit operations without physically presenting the goods at the Customs Service. This means that the Customs Service will ensure greater security, real-time information exchange with European customs administrations, and implement more sophisticated risk analysis tools. These capabilities are essential for preventing fraud, facilitating trade and ensuring more efficient customs controls," said Julda Kielyte.
State Secretary of the Ministry of Economic Development and Digitalization (MDED) Cristina Ceban said that trade facilitation stayed a priority for the government of Moldova.
"The fact that we are advancing in the European Union markets proves that the reforms in the customs, standardization and digitalization fields are correct and are directed in support of business partners," emphasized Cristina Ceban.
As of November 1, 2025, Moldova has been a full-fledged member of the Convention on a Common Transit Procedure (CTC) and applies this procedure. According to the Customs Service, the procedure is carried out by submitting a single electronic transit declaration at the place of departure and a single guarantee, without repetitive customs formalities at each border. The transit declaration is valid until the destination within the contracting parties to the convention.
Based on the Convention, the transit regime can be realized for: transporting foreign goods from the European Union to the Republic of Moldova; exporting goods from the Republic of Moldova to the European Union; exporting goods to a common transit country as the destination point; transporting goods from a common transit country to the Republic of Moldova; transporting foreign goods across the territory of the Republic of Moldova from and to member countries of the Convention.
The participating countries are all EU member states; EFTA countries - Switzerland, Norway, Iceland, and Liechtenstein; common transit countries - the United Kingdom, Turkey, Serbia, North Macedonia, Ukraine, Georgia, Montenegro and Moldova.
