Strengthening institutional capacities in management of European funds

On 13–14 July 2026, the State Chancellery organized the course “European Funding and Programme/Project Management,” aimed at strengthening institutional capacities in the management of European funds and the preparation of projects financed by the European Union.

The training sessions were delivered by Romanian experts Dragoș Jaliu, founder of the platform fonduri-structurale.ro, and Carmen Dobrotă, an expert with extensive experience in the field of European funds. Over the two days, participants benefited from presentations and examples of good practices regarding the architecture of European funds, their management mechanisms, and the process of developing and implementing projects financed by the European Union.

The first session brought together representatives of the authorities that are members of the Working Group for Chapter 22 – Regional Policy and Coordination of Structural Instruments, as well as representatives of the Regional Development Agencies. The session addressed aspects related to the general framework of European funding, fund management models, the role of the actors involved, and the main elements of funding programmes.

The second session was dedicated to representatives of the Regional Development Agencies and focused on the stages of preparing a project, from formulating the idea to drafting the funding application, including aspects related to budgeting, eligibility, and project evaluation.

The training programme included practical exercises and interactive experience-sharing sessions, contributing to the strengthening of the professional capacities of the authorities involved in the preparation process for managing European funds and to the development of an in-depth understanding of the mechanisms for accessing and implementing them.

The event was supported by the project Facilitating EU Accession through Coordination and Engagement in Moldova (FACE), implemented by GIZ Moldova and financed by the German Government.
