The cabinet of ministers has approved a string of decisions aimed at enhancing cybersecurity, protecting critical infrastructure and increasing digital resilience nationally. These changes are necessary in the context of expanding cybercrime and online fraud, increasing the number of cyberattacks, the low level of digital education, as well as geopolitical and hybrid risks, including foreign informational interference.

The National Cybersecurity Programme 2026-2030 sets strategic goals, policy and regulatory measures in the field of cybersecurity, focusing on strengthening operational capacities, combating cybercrime, education and awareness, as well as international cooperation.

The Information Systems, State Register of Cyber Incidents, will ensure the recording and management of cyber incidents, alerts and vulnerabilities.

The Regulation of the National Incident Response and Cybersecurity Crisis Plan in the cybersecurity field establishes effective coordination mechanisms at the national level, procedures of cooperation between the public and private sectors, integration into the national crisis management system and protection of critical infrastructures, thereby enhancing the cyber resilience of essential service providers.

The Regulation of the Coordinated Disclosure of Vulnerabilities in the Cybersecurity Field defines clear procedures for identifying, reporting and rapidly remedying IT vulnerabilities, protecting critical infrastructures and citizens' data.

The Regulation on State Supervision and Control over Compliance with the Cybersecurity Regulatory Framework by Service Providers in Critical Sectors will enable the Cybersecurity Agency to verify legal compliance and strengthen the protection of essential networks and IT systems for the work of the state and public services.

Through these measures, Moldova strengthens its capacity to prevent, detect and respond to cyber threats, creating a secure, interoperable digital environment in accordance with European standards.
