Moldovan Commission for Emergency Situations approves new decisions on ensuring state's energy security
Chisinau, 27 February /MOLDPRES/ - The Commission for Emergency Situations (CSE) has held a new meeting, during which more decisions were adopted, the government’s communications and protocol department has reported.
Thus, 260 million lei will be allocated from the fund of reducing the energy vulnerability to the Termoelectrica stock company and thermo-electric power station north CET-Nord for the compensation of the invoices for thermal energy for February and March this year.
The money was distributed to ensure the needed amount of liquidities for the purchasing of crude oil by Termoelectrica (200 million lei) and for the covering of the cash box difference recorded by CET-Nord (60 million lei) on the cold period of the year, based on forecasts made by operators. If the size of the advance exceeds the sum of compensations provided to consumers, the companies are to return the balance to the Labour and Social Protection Ministry. Also, proceeding from the logistic impediments, the crude oil providers will be exempted from the payment of penalties provided for in the contracts with the Termoelectrica stock company.
The CSE members instructed the exemption from the value added tax (TVA) with right of deduction the delivery of 3,000 tons of granulated sunflower husks for the covering of the deficit of solid biofuel on the period of the current heating season in about 85 public institutions from Moldova. This measure was taken, in order to back the achievement of the national policy’s goals in the energy efficiency sector and promoting the use of renewable energy sources.
At the same time, on the period of the emergency state, both the imported electric energy and the exported one will be declared till the last date of the immediately next month to the current one.
The CSE instruction introduced a clarification on the distribution of compensations for the consumers with a single meter per apartment block. In their case, decision-makers will apply the price established for the consumers with high energy vulnerability, within the limit of a total monthly volume of 180 cubic metres per one apartment for the period November 2022 – March 2023.
As much as 16.2 million lei will be provided from the government’s intervention fund to the National Health Insurances Company (CNAM), in order to cover the expenses triggered by the treatment of foreign citizens who took refuge from Ukraine, who benefited from treatment of the COVID-19 infection, as well as from emergency medical and surgical interventions.
The Commission completed the list of documents needed for the getting of Moldova’s citizenship. The applicants up to the age of 14 years will have to present biographical data and the certificate of criminal record, issued by Moldova’s authorities and the ones of the state whose citizen he/she is or where he/she has the residence. The applications will be coordinated with the Intelligence and Security Service, which will come up with a note to the Public Services Agency. The maximal term of considering the applications to this end is of 6 months.
The CSE members instructed to extend, till 31 March 2023, the validity term of the environmental permit as to the management of waste and of the authorization of issuance of pollutants to the atmosphere from fixed sources, issued by the Moldovan Metallurgical Plant. At the same time, the company was obliged to submit the report for 2022 and to pay, till 25 April, the payments for the environment’s pollution, as well as to report the quantity of waste emitted, under the national legislation of Moldova.
Another provision of the instruction regards the extension, by up to 30 days, of the term of ceasing the carrying out of the activities of transactions with assets, including financial means, of private people and legal entities sanctioned by the Intelligence and Security Service. The concerned decisions will be issued by the Money Laundering Prevention and Combating Service and the State Fiscal Service is to cancel the measures applied, if people are excluded from the list of the sanctioned ones.
Given the increase in the number of cases of infection with rabies among wild animals, the CSE members changed the provisions on the limit of the hunting areas for foxes and jackals: to 5 km from the state border with Ukraine, 300 metres from the periphery of settlements and in the era of 1 km from military units, training centres of the National Army and strategic objects.
In the end, the CSE members abrogated more previous obsolete provisions, transposed in the national legislation, including through the adoption of the mechanism of temporary protection of refugees.
