On 26 May 2026, the meeting of the Evaluation and Selection Commission for projects of non-commercial organizations was held for the purpose of awarding non-repayable funding from the State Chancellery for 2026.

The competition was conducted on 30 March–30 April 2026, aimed at selecting proposals for the development and implementation of training and mentoring programs designed to strengthen the capacities of civil society organizations (CSOs), in order to increase their involvement in public life, promote good governance and ensure institutional sustainability.

Two funding priorities were launched within the call:

Training and Mentoring Program - Advocacy and Open Government, focused on strengthening CSO competences in areas such as open government, access to information, public participation, budget transparency, advocacy, and strategic communication;

Organizational Development Program, dedicated to strengthening the institutional capacities of civil society organizations through training and mentoring in areas such as good internal governance, financial management, sustainability, public procurement, project management, and impact evaluation.

For the implementation of these priorities, financial resources in a total amount of 400 thousand lei are planned.

Within the call, 6 eligible applications were submitted, three for each Program. The evaluation of the projects was carried out in accordance with the criteria set out in the Regulation on non-repayable financing of projects implemented by non-commercial organizations, including the relevance of the projects to the announced priorities, the quality of the proposals, sustainability, the organizations’ experience, and institutional and financial capacity.

Based on the final scores awarded by the members of the Evaluation and Selection Commission, it was decided to grant funding to the following winning projects:

Training and Mentoring Program “Advocacy and Open Government”

NGO Center for Organizational Training and Consultancy (CICO) – project “CSO for Open Government: Training and Mentoring Program in Advocacy and Transparency”. The project aims to build a group of CSO capable of monitoring public expenditures, participating meaningfully in consultations, and implementing data-driven advocacy, providing a framework for experience exchange, peer learning, networking, and collective reflection among at least 10 participating organizations.

“Organizational Development” Program

Alliance of Moldovan Hometown Associations – project “Empowerment for Participation: Training and Mentoring Program for Sustainable CSOs”. The project’s goal is to strengthen the institutional, financial, and functional capacities of 20 emerging CSOs through an integrated program of training, mentoring, and exchange of experience, in order to increase their sustainability and professionalization.

The State Chancellery thanks all civil society organizations that participated in the non-repayable funding call for their interest and for the submitted project proposals.
