
Constitutional Court President: Your mandate - direct expression of people's will, your mission - one of great dignity and responsibility
Your mandate is a direct expression of the will of the people of the Republic of Moldova, and your mission is one of great dignity and responsibility. The Constitutional Court (CC) expresses confidence that the activity of the 12th legislature of the Parliament will reflect the aspirations of the people, the spirit of the Constitution and the European values of the Republic of Moldova. CC President Domnica Manole delivered the message to the deputies of the 12th legislature of the Parliament.
On 16 October, the High Court delivered a ruling on confirming the results of the parliamentary elections and validating the mandates of the elected deputies, which found that the electoral process was conducted in accordance with constitutional principles and electoral legislation.
“After summing up the results of the parliamentary elections, five electoral candidates exceeded the minimum representation threshold. They are: the Action and Solidarity Party - 55 mandates, the Patriotic Electoral Bloc of Socialists, Communists, the Heart and Future of Moldova - 26 mandates, Alternative Electoral Bloc - 8 mandates, Our Party - 6 mandates and Democracy at Home Party - 6 mandates. CC established that the parliamentary elections held on September 28, 2025, were organized and conducted correctly, through universal, equal, direct, secret, and freely expressed suffrage. Thus, no violations were identified that could influence the election results and the allocation of parliamentary mandates. All candidates included in the lists are eligible for the position of deputy and have submitted declarations on their own responsibility that they do not have any bans on candidacy,” said Domnica Manole.
Additionally, the Constitutional Court acknowledged the conclusions of national authorities and election observation missions, according to which the vote was generally conducted freely, fairly, and transparently in compliance with the legal framework.
“The High Court took into account the court rulings pronounced in connection with the electoral process, which did not register serious violations that could affect the election results. Consequently, the CC confirmed the results of the parliamentary elections of September 28, 2025, validated the mandates of the 101 deputies elected to the 12th legislature of the Parliament, and confirmed the lists of substitute candidates. Furthermore, the legality of the Parliament's election was acknowledged, thus allowing its convocation in the constitutional session,” stated Domnica Manole.
The CC President emphasized that, through the ruling, the High Court has consolidated the sovereign will of the citizens of the Republic of Moldova and opened the way for the full exercise of the mandate by the newly elected Parliament.
“This is a moment of constitutional solemnity that marks continuity in affirming democracy, legality, and the rule of law. Your mandate is a direct expression of the will of the people of the Republic of Moldova, and your mission is one of great dignity and responsibility. The Constitutional Court expresses its confidence that the activity of the 12th legislature Parliament will reflect the aspirations of the people, the spirit of the Constitution, and the European values of the Republic of Moldova. On behalf of the Constitutional Court, I wish you success, integrity, and dedication in exercising this mission that has been entrusted to you,” remarked Domnica Manole.
The MPs elected in the parliamentary elections on September 28, 2025, gathered for the first session. They are to elect the president and vice-presidents of the Legislature, as well as the members of the standing bureau.
